Windows 10: Update to 21H1 fails with 0xC1900101 - 0x20017, logs attached

Hi, trying and failing to update from Win 10 Home 1909 to 21H1 and repeatedly get the error 0xC1900101 - 0x20017, installation failed in the SAFE_OS phase with an error during BOOT operation. I've researched enough to get this is likely a driver problem, but I need help tracing it.What I've tried:- No 3rd party antivirus installed- Plenty of space on main drive 498 GB- Disconnected all USB devices except mouse/keyboard- Installed all other available Windows updates- Tried Windows Update Troubleshooter- chkdsk and repair system files via sfc /scannow no problems found- Used the 21H1 and p

Did you try the list of quick fixes which include removal of third party AV.

 

0xC1900101 - 0x20017 happens every time I install.

If I recall correctly, this worked for most people.

I followed the directions C: > Windows > Panther and found the two text files, setuperr dated 9-15-2016 on a failed attempt





Setuperr below, appears ATI drivers are listed at the top. Maybe this is what the troubleshooting page refers to, I'm not uninstalling them. W10 should replace them with MS working drivers if the W10 AU can't handle them. It could be the problem, but it wasn't a problem the first RTM or the November update.

Since the AU is now considered the "paid" version for those that didn't take advantage of the free upgrade W10 may be picky about an install. I'm not doing a clean install, if W10 is now the new "running as a service OS" it should be able to update itself without issue. Meaning any computer running any version of W10 without problems should upgrade without problems.
