Windows 10: Update to windows 10- No taskbar all files missing

I upgraded to windows 10 and first noticed I have a task bar that has nothing on it. I can open apps such as chrome but if I minimize them, they disappear. There is no start or search button. All self help has failed to bring the task bar up. When I right click the desktop for the drop down menu, I get an error when I try to access the personalize button to access settings. It says this file does not have an app associated with it to perform this action. I was able to open file explorer and all my folders and files are gone. Please help!

Windows 10 Taskbar icons missing/ not responding!
