Windows 10: Update to windows 1903; start menu missing, microsoft edge missing, windows apps missing...

was trying to upgrade windows 10 to 1903 but the update causes all the problems from the title, tried various different ways to fix this but all came to nothing. reverting back to 18** makes windows works fine, but I want to play the new outer worlds.

tried doing a clean install with a usb with 1903 on it but the same problem happens. completely ran out of ideas any suggestions?
