I updated from Windows 1903 to Windows 1909. Now Ubuntu throws the error "WslRegisterDistribution failed with error: 0x80070422

Error: 0x80070422 The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.". Also, when I try to start the LxssManager service it says that the access is denied. Why is the access denied if I had full rights on my account before the update and it is the only created account? Also, how can the error be fixed?
