Updated from w7 to w10. Settings app wont open. Cant input account dat

hi guys...just signed to this forum to find an answer to this problem

so..i had w7, and today i found that w10 free update was available

downloaded it, installed it using express settings...it didn't do a clean install cause all my files are still there

w10 works fine, is fast, but for some reason i cant open the settings app

i try opening trough the start menu, and it opens and immediately closes
i try opening the app trough the new action center \ all settings ..and the same..it opens and immediately closes
also, when i right click on the wallpaper and click on the personalize item it also opens the settings app, immediately closes and a window pops up saying: THIS FILE DOES NOT HAVE A PROGRAM ASSOCIATED WITH IT.

since i had w7, now in w10 i have to register my MS account, but i cant because i cant get the settings app to open

    help anyone?

    :)

  2. W7 to W10 Update Failure

Contacted MS via chat on 2016-08-02 and agent was courteous, and stated that I should have been able to update from W7 to W10 given my issues.

In any case, tried to Remote Desktop with agent, but was unable to do so. Got download link from agent for USB W10 update and...

. Failed 2x to update from W7 to W10 (after apparent W10 update, PC rebooted and reverted back to W7...) using USB thumb drive.

. Decided to do clean install to W10 directly (loosing my W7 setups - no matter for this PC, and I had image backup...) and this time it did work (need to input your License Key Number in order to complete the update)....

Apparently my W7/PC combination was not able to be updated (why? don't know) but it did work doing a clean W10 from USB.

  3. Cannot get Mail App to open (from pinned tile) and recognise email accounts already set up through that same App.

I have just installed W10 free update from W7 but cannot get the new Mail App to open from the pinned tile. I have added my live accounts as instructed by the opening screens and I can see the accounts with the windows icon in Settings.

I can also see my existing windows live and outlook com mail accounts there ready to migrate across to Mail as your email recommends.

Please advise how to get the Mail app to open and recognise the email accounts I have already established.

I am logged in as Administrator and all the rest of W10 seems to be functioning OK. I ran your troubleshooter but it did not report on the problem.
