Is this legit or a Scam email?

Just received this on my Windows Live Mail. I have a Outlook.com account. I suspect this is a faked email. I deleted it without opening the link. Just want someone to confirm if it is fake or not. Thank you.

Updates to our terms of use email, scam or legit?

Microsoft Terms of Use email - is it legit or spam?

What did you get? We are not mind readers.

What is the email from address? What is the content?

I heard that MS was "improving" the Terms of Use, so I'm guessing it is probably legit.
