Windows 10: Updating to 1903 and obtaining the error code 0x80070005

I have been trying to update to 1903 all day and I still receive this error code. First I thought it was a problem with the antivirus, so I turned them off, but that still doesn't work.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?
