Windows 10: Upgrade Fails OxC1900101-Ox40017 The installation failed in the SECOND_BOOT phase

I have a machine running 1909 that fails to upgrade to any newer version. I always get the error: Upgrade Fails OxC1900101-Ox40017 The installation failed in the SECOND_BOOT phaseI have tried upgrading to 2004, 20H2, 21H1, even over-installing 1909.:Upgrading through Windows UpdateUpgrading with the Update AssistantRunning setup.exe from a mounted .iso Running the Media Creation toolAlways, I get the same error.I've tried:sfc and dism to repair the OS. Windows 10 failed install error

I tried to install Windows 10 and received an error message: "The install failed in the second_boot phase during boot operation." oxc1900101 - ox40017. Can anyone help me with this issue?

 

Windows 10 Upgrade fails Error OxC1900101-Ox40017

My automatic updates indicate over 25 failed windows 10 updates and I have manually attempted the upgrade several times using the media creation tool from microsofts site.

After several hours of watching each attempt fail I have been getting the report of a "page fault in non paged area", and after restoring to my previous version of windows (7 Home) I receive the onscreen report showing the error code OxC1900101-Ox40017.
Installation failed in the second boot phase with an error during the boot operation.

I saw that there was a similar fault in the windows 8 to 8.1 upgrade and went off to see what I could do about it.

Up graded my video card to one listed by NVidia as compatible with Windows 10 (GeForce GT 630) and made sure I had all the right updated drivers installed and just for good measure I disconnected everything from my USB ports and tried again , and again.

Same results. Any assistance available on this one before I give up having ripped all the hair from my head?

AMD Athlon 64 X2 Dual core Processor 3800+ 2.0GHz

2Gb Ram

Windows 7 SP1

Will Windows 10 ever be available for those with 'Windows 10 Upgrade fails Error OxC1900101-Ox40017 ? I have a Dell xps 2710 All-in-One desktop PC and have read [often] all that Windows has to offer so far and am no closer to getting an answer.
