Windows 10: Upgraded CPU from 7800X3D to 9800X3D, Windows 11 wont activate, and Cant get SLUI 4 to show...

My PC was activated prior to this CPU swap, its a PC I built myself, my microsoft licence was/is linked to my microsoft account, normally when I upgrade my pc I am able to easily move over my license. The licence I was using is very old, I feel like its my original windows 7 key from my PC I built forever ago that i've been able to carry forward forever this way. I purchased the key originally from Newegg as an OEM key. Its my own personal rig, I only have the one pc I use. I've tried the activation troubleshooter, but it just tells me it cant reach the activation servers. I've found by search

slui 4 shows nothing

I'm repairing a Lenovo Laptop for a friend that is no english fluent.

The laptop was w8.1 and in the end I reached to upgrade it to w10 after I deleted the whole SoftwareDistribution folder. I used the usual upgrade path, run setup.exe from the USB key built by the MS Media Creation Tool.

Now I just realize that Windows 10 Home is not activated and everything I try from MS help is a not-working-at-all-catch22.

I began to try to get help from Lenovo but they directed me to get help from MS :

I wanted to activate by phone as nothing works as expected but never the command slui 4 will show the phone numbers nor anything at all. The single thing I'm able to see is an evenvwr entry in applications log:

I was afraid I got a fake key from Lenovo but they say this is not possible.

At the moment I get 0x803FA067

Is it possible MS forgave phone win10 home activation support and this is not stated anywhere on their web sites/online help ?

[EDIT] I read this Redirecting which is of no help as the guy bought a fake Product Key. (Mine was OEM)

 

Activating Windows 10 after upgrade

If you still face issues with Activation after upgrading to Windows 10, suggest you to activate the Operating System through phone by following the steps below:

• Press “Windows key + R” and type “slui 4” and press Enter.
• Select the Region from the list and click Next.
• Call the Toll-Free number provided on top and can activate via phone.

The issue might be with corrupt system files and suggest you to run a SFC Scan by following the steps provided in the link below:

Use the System File Checker tool to repair missing or corrupted system files - Microsoft Support

After the scan is complete, active the copy of Windows by the steps provided below.

• Press Windows key + R, type “slui 3” and press enter.
• Enter the product key and check if it works.
• If you still get the same error, I would suggest you to again press
  Windows key +R.
• Type “slui 4” and press enter and then follow the prompts to activate the copy by phone.
