Windows 10: Upload Speed Slow at 5/10GBps ethernet but works fine 2.5Gbps or less

I'm having a weird issue in Windows. My download speeds are fine 1500-2100MBps but uploading I am seeing only 12MBps or less. I tried everything I found online and nothing helped EXCEPT I tried changing the auto-negotiation from Auto to 2.5GBps and this seems to fix the issue. However, I want to use my full 10GBps on my NIC. 10/5GBps negotiation kills the upload for some reason and I cannot figure out why. I have an ASUS W790 SAGE motherboard with 2x Intel X710 NICs hooked up to my Linksys LS328C ethernet switch using two different SFP+ to RJ45 adapters. I've always had 2.5GBps adapters in m

I use ethernet for my desktop. Everything else is wireless and works normally but usually much slower than my desktop which is not wireless.
I disconnected the ethernet cable (which is brand new) from the desktop and connected to the phone's mobile hotspot. Now I get fine upload speeds in the high twenties, so that is good. But still slow download (compared to ethernet) of about, say, 35.

 

Win 10 Pro 22H2, Ethernet upload speed slow, Wireless and Ethernet in safe mode just fine

My Win 10 machine has upload speeds under 1Mbps when using an Ethernet connection. Wireless upload speed is 15-20Mbps. Safe mode Etnernet connection is also 15-20Mbps. Here's what I've tried:

• Install latest network card driver
  
• Run the network troubleshooter - no problems found
  
• Followed the netsh and ipconfig commands at Redirecting
  
• Reset connections via Start > Settings > Network & Internet > Status > Network reset
  

Any other ideas?

I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.
