Windows 10: Uploading attachment to job applications

Whenever I try to upload a word doc attachment to a job application, the program stops responding when I click the file. I've tried troubleshooting and running as administrator and it helped. But now it continues to happen.

Hello Allan,

To attach a document file on an email, you can follow the step given below:

For Windows 10 Mobile:

• Launch to File Explorer app.
• Press and hold the file that you need to attach on the email, and select
  Share button.
• Select Outlook Mail on the suggested applications.

For Windows Phone 8.1:

• Download and install
  Files app.
• Launch Files app.
• Tap and hold the document that you need to attach on the email, and select
  Share button.
• Select the Mail app on the suggested applications.

Can't upload resume to company job application

I'm running W10.

I can't seem to upload a resume to a job application.

Can any one help? Is it my pop up blocker?

I am working on an online job application. They require me to upload a picture to it. How do I upload a picture already on my desktop to the application?
