Windows 10: Usable RAM

Hi on my windows 10 x64 x64 system I have 4gigs of memory installed and only 3.2 (3.19) gigs is usable, ive tried booting into the bios and it doesnt give me a option to change my memory, ive also tried msconfig unchecking and checking putting 4092 mb of memory on start up and it resets to 0 and 2.7 usable, when i uncheck it i get 3.2. I was wondering how to fix this i just ordered memory for my laptop and im worried that it wont read the new memory and would like to fix it so i have full 4gigs + new memory once it arrives.


Maybe my system thinks its a 32bit system, but ive installed 64bit win10 pro the installed was win7 home but its a 64bit system

I have 16GB RAM but it indicates only 1.98GB usable. How do I make all 16 usable?

The RAM is recognized. In BIOS it shows exact amount installed, Windows also shows exact amount installed but limits usable RAM.
