USB 3.0 Port Expansion Card hub adapter not responding WIN 10

I have recently installed this USB 3.0 expansion card Robot Check The card plugs into a PCI-Express slot and comes with cables that plug into the USB 19 pin 3.0 port header on motherboard that goes into this card and out to my front panel USB ports.
I have done a rebuild of my PC and have a dual boot Win 7 & Win 10 64 bit pro versions and installed this card. It works just fine in Windows 7, however does not respond in Windows 10. Device manager does not show any issue with Universal serial bus controller and its hubs. When I plug in any USB device I can hear the sound that Windows makes to acknowledge a device was plugged in and same when unplugged. A USB flash drive plugged in also shows the indicator light on the stick as being active. But the drive does not show up in "My Computer " list as a drive.
Can't figure out why it works with Windows 7 but not in Windows 10.

    :)

So it appears that the card you are using is simply a USB hub. The PCI-E connector has no data or power connectors, it simply allows for the card to be held in place by the PCI-E slot.

So here are the questions that I have:

    1) Do you have a SATA power connector attached to the card? It needs this connection for proper operation.

    2) If your computer case has built-in USB 3 ports that connect to a 19 pin header on your motherboard, do those ports work if you connect them to the header rather than this card? If they do not work, then the problem is not the card, but something having to do with the that header or settings related to that header in the BIOS.

If that turns out to be the case you might want to check your BIOS to see what options are available for that USB header.

    3) Finally, I notice in your screenshot that there is an "Unknown device". Is that still there when you disconnect the MB USB header from this card?

TrendNet Launches 4-port External USB 3.0 Hub

TRENDnet, a best-in-class wired and wireless networking hardware brand, today announces the availability of the 4-Port USB 3.0 Hub, model TU3-H4, which provides four 5Gbps USB 3.0 ports to connect flash drives, storage enclosures, cameras, and other USB 3.0 devices to your computer.

With no drivers required, simply plug into any free USB 3.0 port on your PC or Mac, and experience the time savings when transferring data at 5Gbps-10 times faster than USB 2.0 speeds. Currently, most computers have built in USB 2.0 ports. Users can add 5Gbps USB 3.0 ports to their computer with TRENDnet's 2-Port USB 3.0 ExpressCard Adapter, model TU3-H2EC, or 2-Port USB 3.0 PCI Express Adapter, model TU3-H2PIE.
