Windows 10: USB-C DAS to USB-C PC very slow 38MB max

I connected a WD DAS to my PC via a USB-C - USB-C cable, but traffic, both ways maxs out at 38mb. I then tried a USB-C - USB(standard) cable from DAS to PC and got much, much higher speeds a few hundred mb/s. Why is C to C throttled in this way, but C to standard is fine. I tried this on 2 different PCs and got the same result. Any ideas?
