Windows 10: usb c dp alt mode not working on my laptop

Looking for some way to determine if a USB-C port supports Alt Modes

Well, there should be some symbols:

I'm certain its a usage issue such as the above.

 

DisplayPort over USB-C

Yes, that should work. You already noted that your system states that the USB-C port will do DP 1.4. Note that not every USB-C port has this capability. In order to carry a DP video signal a USB-C port must support "DP Alt Mode".
