Windows 10: Usb install make screen artifact

Hello,

I am actually not a newbie but this case took 3 days and i decidwd to ask here.

My friend gave me his intel nuc with windows 10 which doesnt boot. When turn on the pc comes nuc logo and windows dot spin animation but after a while pc restart ot own and this loop is continue bis ever.

3 times shutdown pc and get recovery doesnt work. Intel nuc provides also in bios f8 recovery mode but i can not press f8 but the other function keys works.

I have prepared install usb and try 2 pc and saw language selection but on intel nuc same usb loading for a few minutes and comes black screen with weird pointes on the screen, no any cursor or text.

I have prepared another usb disk with rifus but result is same.

I cannot boot, cannot Launch recovery and cannot install windows

(The nuc is not corrupt i plugged my windows hdd and launced without any problem)

Any idea?

I get random flickering Artifacts on my screen, it is very noticeable in the start screen icons flickering

What causes these odd font artifacts around numbers
