Windows 10: USB ports unresponsive on Dell laptop

Computer has been rebooted to no effect. Tried to connect a mouse and digital camera but neither shows up on the folder. After reboot there is the sound of splashing water but no device icon appears. Isn't the devices because they work fine on Toshiba Satellite laptop. How can I troubleshoot the USB drivers? This laptop has had some issues in the past connecting to a printer so picking a Restore point would be like throwing darts - I don't know when the problem started (wife's computer).

Unresponsive back USB ports

You've done practically everything you can. From what it looks you listed you even tried completely different operating system installs to no avail. How about the Windows Installation's reaction to USB kb/mouse? What about booting an Ubuntu Live CD? I'd like to rule out busted USB ports.

 

USB Port Oddities


Ok, let's see it with pictures step-by-step. First right-click on the USB device and select Update driver software:





Then select Browse my computer for driver software (LAST option) :





The select Let me pick from a list of device drivers on my computer (LAST option) :





Then select the standard driver from the list and click next:





Click next/OK as required to complete installation. Repeat the steps for all Intel USB devices. Finally click on each USB root device and press DEL to delete it, reply YES when asked. After deleting all USB root devices restart the computer.
