Windows 10: USB powered fan causing "Error 43, USB device not recognized" and "Port Reset Failure"...

I scrapped a bunch of USB powered fans from laptop coolers that were going to the trash and installed them into my desktop machine. For some reason, one of the USB powered fans causes the error notification to pop up almost every minute or so.

On my Windows 10 laptop, the same fan doesn't cause any problems.

I'm not sure if there is a solution to it, so is there a way to make the OS ignore the issue or at least stop spamming the notification center?

USB ports won't recognize device - Code : 43

Hi,

The error code you're getting is a Device Manager error that means the following: Windows has stopped this device because it has reported problems. (Code 43).

We would like to know if you made any modifications/configurations on your computer prior to the issue? Are you pertaining to the built-in USB ports or USB hub? This would give us an idea of what causes the issue.

In the mean time, you may see this article
and follow the troubleshooter methods (4,5 and 6).

Inserting and removing a USB device repeatedly may cause the USB port to stop responding. When the port is in this state, it no longer recognizes any USB device, and the USB device will not work.

Here are few things that you can do to resolve the issue:

Use Device Manager to scan for hardware changes. After your computer scans for hardware changes, it might recognize the USB device that is connected to the USB port so that you can use the device.

To scan for hardware changes, follow these steps:

• Click Start, and then click Run.
  
  Note If you are running Windows Vista, click Start, and then use the Start Search box.
• Type devmgmt.msc, and then click OK. Device Manager opens.
• In Device Manager, click your computer so that it is highlighted.
• Click Action, and then click Scan for hardware changes.
• Check the USB device to see whether it is working.

Turn off Allow the computer to turn off this device to save power.

• In the Device Manager dialog box, expand Universal Serial Bus controllers, right-click USB Root Hub, and then click Properties.
• In the USB Root Hub Properties dialog box, click the Power Management tab. Uncheck the
  Allow the computer to turn off this device to save power
  box.

External HDD Error: "USB device not recognized"

Hi!
I have an issue with an LaCie Rikiki external drive. As the title says, I get "USB device not recognized" error in Device manager with "Windows has stopped this device because it has reported problems. (Code 43)" status. The drive does not show up in Disk Management either. I have tried different USB cables on different PCs but with the same result.
