Windows 10: USB SATA adapter not recognized when I plug it in. What can I do to fix this?

I'm running windows on MacBook air incase that's important.

SATA HDD doesn't show up.

Plug-in Adapter from Unitec Converts SATA to USB 3.0

A new adapter listed on online store usb.brando.com, the UNITEK USB 3.0 to SATA Adapter (Y-1034) promises to be an interesting accessory. The adapter connects to SATA HDDs/SSDs over a SATA 3 Gb/s interface, and to the host PC over USB 3.0 SuperSpeed. The new interface eliminates interface bottlenecks to provide speeds on-par with eSATA. The kit consists of the main unit which plugs into the the drive's SATA data+power connectors, and gives out a USB 3.0 cable. It takes in DC power input from its own power adapter. A quick HDTach run shows a conventional HDD to offer speeds on par with being connected to eSATA (effectively the system's own SATA interface). It is priced at US $49.

OK, I took your advice which was good for me to identify whether the disk is faulty or the adapter. I found an old Seagate 2000GB SATA HDD which was laying around and plugged it in. Turns out File explorer immediately recognized it. So I have a bad WD 500GB
HHD after all - so bad windows 10 doesn't even see it when plugged in with my SATA/IDE to USB 2.0 Adapter. Would it be worth it for me to unscrew the case and try to prompt the read head into getting unstuck or is that
an unlikely cause to the problem since windows 10 would have still recognized it under that circumstance?

I'm trying to recover data from my old WD 500 GB HHD that had failed (I replaced it with a 1 TB SSD). I have connected the HDD to multiple PCs and multiple USB ports (both front and back) using a SATA/IDE to USB 2.0 Adapter. Both of my PCs run windows 10.
Neither one recognizes the USB connection to the SATA HHD when it is plugged in. I look in device manager, disk management, and a downloaded WD Data lifeguard Diagnostic tool for windows - nothing, not even the little USB connection sound prompt. The HHD hums
when powered and the adapter has its own SATA to power converter cable so I don't think its a power issue.

Any advice on how I can get my PCs to recognize this USB connection to my old HHD?
