Windows 10: usb serial driver usbser.sys cannot interpret serial_state notification

I am working on an embedded USB CDC ACM device.
The management requests and data packets are handled correctly on WIN10.
However, when the device tries to send SERIAL_STATE notification to WIN10, WIN10 gives no response.
Is the usbser.sys driver lack of support for the usb serial notificaitons?

USB composite device "driver error"

Can you send us a screenshot of the error message? We suggest uninstalling and re-installing USB drivers and check if the issue persists. To do that, please follow these steps:

• Right-click on the Start button and select Device Manager.
  
• Expand Universal Serial Bus controllers.
• Right-click on the first USB controller under Universal Serial Bus controllers, and then click on
  Uninstall to remove it.
• Repeat these steps for the entire USB controller under Universal Serial Bus controllers.
• Restart the computer. Windows will automatically scan for hardware changes and reinstall all the USB controllers that you uninstalled.

Yeah, thats not a solution she is interested in......I've suggested that course of action. Thanks though.

Just to clarify, I feel that there MUST be a step, or series of steps to turn off JUST the wireless notification sound. Thats what Im driving @ here.

I recommend you to update the HooToo USB port driver and check if this helps. Follow the below steps.

• 
  Press Windows key + X and click on
  Device manager.
  
• 
  Click on Universal Serial Bus to expand and right click on the port device and click on
  Update.
  

If the issue still persist, I suggest you to go to the USB manufacturer website and install the driver for Windows 10. If the available USB driver is not for Windows 10, try installing the driver in compatibly mode and check.
