Windows 10: USB shenanigans, please help

So, i have an Asrock B450M Pro4 motherboard, and I don't know what would cause this type of error to happen. I have 3 devices connected all the time simultaneously to the back panel: a Razer DeathAdder Essential, a GX Gaming Imperatot, and a HyperX Cloud II, and they work flawlessly. But whenever I switch my printer on, or connect my phone, or my Xbox controller, Windows doesn't recognize them automatically. I have to go into Device Manager, and manually scan for a Hardware change. After I did this, said devices work flawlessly, but I have to do this every time i connect a device. If anyone can help me pinning this problem down, I'd be very thankful.
Specs:

• Asrock B450M Pro4
• Ryzen 5 3600
• 2x8 GB Corsair Vengeance LPX (clocked to 3033MHz, safe clock is up to 3200 according to corsair)
• GTX 1050Ti

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it

 

Installing windows off of a USB stick

Step By Step from vista:
From admin cmd prompt

1. diskpart
1a. list disk
2. select disk 1 (replace 1 with your usb drive)
3. clean
4. create partition primary
5. select partition 1 (replace 1 with your usb drive)
6. active
7. format fs=fat32
8. assign
9. exit

Copy Windows Vista's DVD ROM content to the Flash Drive

xcopy d:\*.* /s/e/f e:\ (d being your vista cd and e being your usb stick)

And that's it, boot off your usb disk
