"Use a device/EFI DVD” in Windows Recovery Environment

    Dear Microsoft,

My computer doesn’t boot up correctly.

    “Automatic repair” was unsuccessful.

"Advanced Options/Troubleshoot/Reset this PC/Keep my files" results in “There was a problem resetting your PC. No changes were made.

"Advanced Options/Troubleshoot/Advanced Options/Startup Repair" results in “Startup repair couldn’t repair your PC.”

    “Troubleshoot/Advanced Options/Startup Settings/Restart" then F4 to “Enable Safe Mode” doesn’t work.

Q1. I have made a “Windows 10 installation mediaDVD using “Media Creation Tool” from the Microsoft website. Can I now choose "Use a device/EFI DVD” in the Windows Recovery Environment in order to boot from this DVD? Simply restarting the computer with the DVD installed doesn’t seem to work.

Q2. I made a “Startup Repair DiscCD when I first upgraded to Windows 10 from Windows 8 in August 2017. Can I now choose "Use a device/EFI CD” in the Windows Recovery Environment in order to boot from this CD? If yes, then what are the next steps in order to repair Windows?

I would like to repair Windows 10 while keeping my files (I’m not too bothered about losing the applications which I can reinstall).

For background info, my laptop was bought in June 2015. The spec is:

    - Toshiba Satellite L70-B-130 installed originally with Windows 8 (I immediately upgraded to windows 10 when I bought it).

    - Intel i7-4710HQ quad-core 2.5GHz

    - 8Gb RAM

    - Intel HD Graphics 4600

    - AMD Radeon R9 M265X (with 2Gb dedicated memory)

    - It was bought in Luxembourg so settings and control panels comes up in English, and it has an Belgian azerty keyboard.

My thanks in advance for your help.

    :)
