Windows 10: USEER ACCOUNT CONTROL-CAN NOT SAY NO

I KEEP ON GETTING THIS MESSAGE AND CAN NOT SAY NO--Do you want to allow this app from an unknown publisher to make changes to your device? In details is this message--upgrader.exePublisher unknown--File origin: hard drive this computerProgram location "C -not sure if I should show the rest???????I have pressed the NO and now I just press X at the top. I might have missed it before, but sometimes it looks like the MS defender symbol is in the line at the bottom of the screen.I have Norton's and have run scans of my whole computer and it finds nothing. It is part of MS Defender or what?

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

Strange Windows 10 User Account issue.

Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown

To enable the User Account Control (UAC) on Windows 10, please follow these steps:

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Choose between two options to enable UAC:
  
  • Notify when apps try to make changes to your computer.
  • Always notify when installing or making any changes to your computer.
• Click OK.
• Click Yes or enter your password to finalize the change.

Steps to disable User Account Control (UAC).

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Click Yes or enter your password.
• Set the settings to Never notify.
• Click OK to save the settings.
