Windows 10: User control blocking me as administator

I have a message blocking me as administator from a program. I am the only administrator.

Message is This App has been blocked for your protection. An administrator has blocked you from running this app. for more information contact the Administrator. Then it gives the Program etc. this has been working fine for the last 2 years.

Parental controls/Administer

hello. One day, parental controls blocked browsers that they considered "inappropriate" when I have been playing on those browsers for years. I've been searching around the internet on how to remove it but none of them worked. I've seen some of your comments
saying to go on your administer account and turn it off, although Windows says I can't. It says that you can't apply parental control on a administer account. I'm very confused and very upset. I now have no access to my browsers that i've been going on daily.
please help and respond.

To enable the User Account Control (UAC) on Windows 10, please follow these steps:

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Choose between two options to enable UAC:
  
  • Notify when apps try to make changes to your computer.
  • Always notify when installing or making any changes to your computer.
• Click OK.
• Click Yes or enter your password to finalize the change.

Steps to disable User Account Control (UAC).

• Click the Start button, type UAC.
• Click Change User Account Control settings.
• Click Yes or enter your password.
• Set the settings to Never notify.
• Click OK to save the settings.

Unable to Turn On User Account Control

User Account Control (UAC) is a feature that was designed to prevent unauthorized changes to your computer. For us to isolate the issue, we suggest
that you follow these steps to enable the User Account Control (UAC):

• Click on Start.
• Type Control Panel, and then press Enter.
• Click on System and Security.
• Click on Security and Maintenance.
• On the left pane, click on Change User Account Control settings.
• The Slider should be set to the 3rd option from the bottom.
• Click on OK button.
