Windows 10: User profile cannot be loaded issue, reseting in safe mode still asks for PIN which loads...

Hello, yesterday I decided to reset my PC because it was running slowly and I wanted to get rid of all my files and make sure it's in a default state. However when it reset and put me on the login screen, it would tell me User profile can't be loaded. I looked up many guides, saying i need to start safe mode to give me access to change the accounts. But when I load safe mode up, I am shown the login screen, and if I type in the PIN it says Welcome, but loads forever. And then brings me to a white screen that flickers the task bar every few seconds. It seems I am permanently locked out even whe

User profile cannot be loaded.

I just reset my windows 11 computer and when I try to login I get meet with The User Profile Service service failed the sign-in. User profile cannot be loaded. I cannot enter safe mode to fix this issue please help.

 

black screen with cursor during reinstalling windows, "user profile sign in user profile cannot be loaded" error but can't access to safe mode

Yesterday I formatted my pc and when windows 10 was reinstalling, cursor with black screen appeared and didn't go away. I clicked "ctrl+alt+del" to restart my pc and when it turned on "user profile sign in user profile cannot be loaded" screen came. Every time I enter my windows password, this error keeps coming. When i try to go on safe mode, it asks for my password and when I enter my password, it loads "Welcome" and after a while, it go back to black screen with cursor. I'm stuck in the loop. : (

Things i did to try fixing:

• Took unnecessary usb and cables from my pc
  
• Startup Repair
  
• Uninstall Updates
  
• Tried to enter safe mode & safe mode with networking, couldn't enter
  
• System restore
  
• Tried to fully format again so i thought "user profile sign in user profile cannot be loaded" error will go away, but at 34% Undoing Changes text came and formatting stopped and went back to "user profile sign in user profile cannot be loaded" screen like before.

Windows Profile Not loading, Everything seems to reseted

I am not seeing that I am logged into an temporary profile. It is the same user profile of mine, however there seem to reset of everything with program files along with all missing application, I can still see go to the C> Program files or USER> APP Data> Local| Roaming |...

Stand Corrected: I am in Temporary profile based on the eventViewer log displayed



I am hoping some windows update didn't do this, The last one was KB4023057. I also did update my AMD graphic driver and AMD Chipset. With this steps, I was careful with having to uninstall with DDU in safe mode, then reinstall the AMD software.
