Windows 10: Utilman.exe trick to change admin password not working..why?

Hello, we use cyber ark and a vm that was shut down for a couple week now needs to be turned back on but the local admin password changed while the vm was down so it didn't get updated. The server is also now out of the domain so I need to find a way to change the local admin password. I booted the vm with a 2016 install disk and chose repair and when I go to the cmd prompt I type bcdedit /set {bootmgr} displaybootmenu yes so I can see the old safe mode boot screen which will have an option to ignore the Early Launch anti-malware driver. I rename utilman.exe and copy cmd to utilman so when i
