    Constant scrolling in UWP apps

    Hello there.

    The problem that I've been encountering for quite a while now is that whenever I open up Windows Start Menu or any UWP app (Settings, MS Store, etc.) it looks like I am constantly pressing "Up" button on my keyboard and it keeps scrolling up, selecting UI
    parts.

    (it's YT link, hope it's allowed in here).

    And yes, I've tried unplugging my keyboard, gamepad, mouse and whatever else. Doesn't help.

    scrolling bad

    New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

    I'm having problems with the video presentation : the presentation is constantly stopped and sometimes no synchronization between picture and sound.
