Windows 10: VALORANT won't run, even though it normally does. Gives A D3D11-compatible GPU Feature...

It's giving me the "A D3D11-compatible GPU Feature Level 11.0, Shader Model 5.0 is required to run the engine." I used to play, but now it just keeps giving the error, even after trying to update my graphics driver, restarting my computer, and trying to repair C++ files they were already good. I even tried installing directx, but it just said that my laptop doesn't need it.Specs:16GB RAM1tb SSD partitioned for 2 linux distros, so now it's around 600 GBIntel Iris XE Graphics Card13th gen intel evo i7 processorDell Inspiron 14 5430 laptop

Trying to run a game and it shows "D3D11-compatible GPU (Feature Level 11.0, Shader Model 5.0)".

Trying to run valorant and it shows "D3D11-compatible GPU (Feature Level 11.0, Shader Model 5.0)". I have tried everything i found online such as redownloading the game, updating drivers and windows update, even redownloaded all visual c++ files yet it is still showing me the d3d11 error. Is there any fix for it? my specs are listed below:

• CPU: intel i5-2540M 2.60GHz
  
• GPU: Intel HD 4000
  
• RAM: 4GB
