Windows 10: Vastly different Audio loudness at the same volume setting

I have a pair of Bluetooth headphones I usually use while I'm working just to listen to podcasts or music or whatever in the background. Everything seems very quiet through them even at 100 volume level. I have tried several different headphones and they all have the same issue. Upon checking the sound levels and disabling enhancements and all the other normal troubleshooting steps, the sound suddenly blasted back up to what I assume is the actual full volume setting without me actually changing anything or the numerical volume level changing at all. Volume Unreasonably Loud

My volume is way too loud.

I have to have my volume between 0 and 10, out of the possible 100. anything else is way to loud. I'm using regular headphones with no gain, so it's not getting amplified there. I have to set all my different audio sources artificially low in volume mixer so that I can use the windows volume control at anything more than 10. Is there some sort of global volume scale I can use?

I am having trouble with my Samsung Omnia 7's volume control. The lowest setting (1 out of 30) is uncomfortably loud for watching Youtube videos and listening to music with earphones. The volume difference from 0 (silent) to 1 is huge, let alone 2-30. I
know there is a diagnostic menu called Sound Tuning where gain levels can be altered, is it possible to get some help with this? since nobody seems to know what the values actually change.
