Windows 10: Verification code never delivered by email

I'm trying to link my hotmail account to Outlook. It then says to enter the code to send to my email address, but this code never arrives multiple attempts. Of course, I've checked my spam and the email address is valid these are the only two answers I can find online. Since I've got a new laptop, I'm having the same problem initiating this new Windows Hello I can't create a pin, because I don't receive the code by e-mail.
