Windows 10: verification code

I keep getting a Microsoft verification code on my phone but I do not know what is supposed to be verifying. How do I discover that information?

Are verification codes Free ?

Are they ? After a code received, it doesn't seem that it deducts from mobile balance, perhaps it deducts after a month or so.

Google and Microsoft use 2 step verification codes but are the free ?
