My verification code by sms didnt arrive for 12 hour, what should i do? Icant login to my pc

Are verification codes Free ?

Are they ? After a code received, it doesn't seem that it deducts from mobile balance, perhaps it deducts after a month or so.

Google and Microsoft use 2 step verification codes but are the free ?
