Windows 10: Verification codes

Hello,i am receiving verification codes sometimes without me sign in. It is someone trying to get into my account or is just a glitch?

Are verification codes Free ?

Are they ? After a code received, it doesn't seem that it deducts from mobile balance, perhaps it deducts after a month or so.

Google and Microsoft use 2 step verification codes but are the free ?
