Windows 10: Version 1803 upgrade to 1909 when low on free space

Drive C is too small only 3.35 GB free Can I move windows file (complete) to a different drive so Upgrade has room to install - I doubt it . I cannot make 8 gb available on C . What options are best - new install ?

I’m getting the annoying message, listed below, since the last windows upgrade,



“Low Disk Space

You are running out of disk space on Local disk (J

Click here to see if you can clear space on this drive.”

I then ‘Click here’ and get presented with “we couldn’t find any folders to show you”.



When I check the volume out via the file explorer I can see there
are sub folders with the names

$RECYLCE.BIN

System Volume Information

I'm not even sure where this partition came from! It has 449MB allocated and it is using 412 with 37.5MB free.

But I cannot delete any files. How do I fix this message?

I got lost after "Policies".I couldn't find Explorer.There's no low disk space checks.When I back click,there's no Advanced .I have an HP19 desktop with Windows 10 installed.Drive
D is the recovery drive.
