Windows 10: Very high memory usage in Windows 11 22H2

I have a Windows 11 22H2 10.0.22621.675 installation that is consuming all the RAM just sitting idle. It's a virtual machine on a QNAP TVS-872XT running QuTS 5.0.0.2120, with Virtualization Station 3.6.39. I'm using pass through for the CPU with 4 cores i5-8400T 6 core and giving the VM 16GB of RAM 64GB on the NAS. The VM is on a RAID 1 SSD array, but that is visible to Windows as a VirtIO disk.The machine is not running anything, other than whatever standard Windows processes it runs. Upon rebooting and logging in via RDP or through a web browser for Virtualization Station access

High memory usage when idle windows 11

My laptop (windows 11) is not operatable due to really high memory usage. I am not using anything or opened any program, it still says 70% or plus memory usage. Its extremely slow if I open any game, program or browser. It jumps to almost 90%. How to fix this problem?
