Windows 10: Very low cpu usage when on battery mode

Hello.I have changed the Power Plan to High Performance, changed max CPU usage when on battery to 100%, and even use cmd to enable Ultimate Performance but every time I use battery, the CPU is always capped at 50% of half CPU frequency. In this case it's 50% of 1.5 GHz I use Ryzen 3 2200u.I know a temporary fix by changing the value of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\amdppm > start to "4" but even though the usage is now capped at 100%, the CPU frequency isn't going higher than 2.6 GHz.Therefore, the windows boot-up time is very slow when not plugged in or using CPU-i

Alright, so I also found your Solved section before, I tried that then, and now.

I then did a scan with MWB, which picked up a few files but nothing it deemed dangerous. I ran a full scan on my AV instead of a quick scan, and it picked up 3 Severe, which it hadn't before. I removed those and then booted into safe mode.

The High CPU usage was there, but was remedied when I did the solved steps again safe mode. Explorer.exe then remain low CPU usage (<1%) until I rebooted normally. The problem was still there out of safe mode and was not fixed by repeated the steps again.

• On the search box, type Power Options to see the laptop's power plans.
• Click on Change Plan Settings.
• Click on the Change Advanced Power Settings.
• Scroll down and look for Battery.
• Expand it see Low battery notification, turn it on for both

100% CPU Usage after Windows 10 upgrade

Most of the time, computers only use a small fraction of their CPU power. In fact, many computers use less than 5% of their CPU most of the time. When you open an application, play a video game, or encode media file, the CPU usage will rise or spike temporarily.
Once the CPU intensive process completes, the CPU usage should once again drop down to lower level. Most applications will not use up more than 50% of your CPU for an extended period of time. However, some programs and system processes can use up a large amount
of CPU without you even knowing it. This may happen if a program gets stuck in an infinite loop or encounters an unexpected error.

I suggest you to perform Safe mode and Clean boot procedures on the PC by following the steps below.

Step 1: I suggest you to boot your PC in Safe mode by following the steps from the link below and check if the issue is resolved.

Safe mode is a diagnostic mode that starts your computer with limited drivers necessary to run Windows. The words
Safe Mode appear at the corners of your monitor to identify which Windows mode you are using.

Expand the options to boot into Safe Mode:

Reboot the PC to exit from Safe mode.

Step 2: If the issue persists, perform Clean boot on your PC by following the steps from the link below and check if the issue is resolved.

Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue.
