Windows 10: Very urgent please answer

If my local disk c is full or very little storage will it cause my computer to become slow and if i want to upgrade to windows 11 will it cause my laptop to start lagging or become slow. Will upgrading to windows 11 fill up my local disk c and can a 4gb ram comp handle windows 11
