Windows 10: Video and Audio stuttering while playing music, videos and videogames

3 weeks ago I noticed that my computer started stuttering for a second or less while playing music, videos and videogames. Video and audio will stutter for a brief period of time randomly almost always 5 minutes after I begin playing media or randomly every 20, 30, 60 minutes or so.


My specs are:


Ryzen 2400G

RAM 2 x 8GB Hyper X Fury 2400Mhz DDR4

Asrock X370 Taichi

Samsung SSD EVO 850 500Gb (windows is installed in this drive)

Toshiba HDD DT01ACA100 1GB

Gigabyte GTX 1080 G1 Gaming

PSU EVGA 550 W L1

LG 27MK400H-B Monitor

Windows 10 Pro version 1903 OS build 18362.175



In the previous weeks I have tried to identify what is causing the stuttering to no avail. While using Latency Monitor the "Highest measured interrupt to process latency" and "Highest reported DPC routine execution time" bars get red when the stuttering occurs, and gives me the same message telling me that "one problem may be related to power management, disable cpu throttling settings in control panel and BIOS setup".


I have tried every fix internet recommends but nothing works. This is the list that things I have tried and failed:


*Updating motherboard BIOS

*Replacing motherboard (I had an Asus Prime B350M-a and just replaced it with a X370 taichi days ago)

*Disabling C-States and Turboboost in BIOS

*Disabling Power Throttling Using Group Policy

*Clean Windows install

*Remove GPU and HDD (stuttering persists on a clean Windows install without GPU and HDD)

*Overlock CPU

*Running Windows Memory Diagnostic

*Disabling W-LAN, Ethernet and Sound devices with Device manager

*Disabling HPET (High Precision Event Timer) on Device Manager (board BIOS has no HPET option)

*Changing Default Audio Format

*Updating drivers

*Installing a previous Windows 10 version

*Disconnecting peripherals (stuttering persists with just mouse and keyboard connected)

*Switching to High Performance or Ultimate Performance Power Plan

*Checking HDD and SDD health

*Checking if CPU and/or GPU overheats



===IMPORTANT===

Recently I discovered that if I switch power plans while playing music or video (offline or online) the stutter occurs immediatly and also when launching HWINFO64 (with either option "Sensors-only" or "Summary-only").



Some other information that may help diagnose what the problem is:

*I run my CPU and RAM overclocked to 3.8 Ghz and 2666 Mhz respectively (the stuttering persists with CPU and RAM default speeds).

*I switched my GPU from a RX 480 8GB to a Gigabyte GTX 1080 G1 Gaming 10 days before I noticed the stuttering.

*CPU and GPU temperatures are optimal all the time.


Please help me diagnose what is happening with my PC. Thanks

One photo is with Wifi on(Bottom) and the other with Wifi off(Top). I see this gives us some info as to what is causing the latency. There is some terminology in here I am not familiar with. What do you think? What is the next step?

I would run LatencyMon while playing Spotify with WiFi ON. Mine shows no issues while playing Spotify with WiFi ON after running a full song and go to next song. I also use a Bluetooth mouse on top of the WiFi.

You need a video editing program to do that. Because you tell you have no experience, I recommend you start with a free one before spending money, to see if video editing is something you might get interested in.

In my opinion, the absolutely easiest to use and by far the best of all free editors is OpenShot (OpenShot Video Editor | Free, Open, and Award-Winning Video Editor for Linux, Mac, and Windows!)

It is Open Source (Open source - Wikipedia), free with no hidden costs for additional features.

When installed, run OpenShot. List numbers refer to numbers in screenshot:

1. Select Project Files
2. Click + to browse to and import your video
3. Video will be added to Project Files
4. Drag the video to timeline, to any free track. Be sure to add video so that beginning of it touches the red vertical line at beginning of the track
5. Right click video track, select Separate Audio > Single clip

Audio will be separated from video and moved to another track. Select the audio track, right click it and select Remove Clip:





Audio track will be cleared, the original audio of your video removed.

Import your music file to Project Files exactly as you imported the video, and drag it to any free track.

Usually the added audio track is not the same length than the video. If your music lasts longer than the video, go to end of timeline and drag audio track content so that it ends at the same point than video:





If your music track is shorter than video, you can add it again at the end of current audio track.

Now you can export (save) the video:





That's it! Easy, fast and free.
