Windows 10: Video playback glitch at the bottom of frame

Got a new PC with Windows 11 and have been seeing this glitch cropping up at the bottom of the frame during video playback, on multiple players and multiple file types. Any ideas?

Xpress Music 5800 video playback fails

I'm trying to figure out encoding options for HandBrake so that I can rip a few of my own DVDs so as to not risk my discs getting damaged, lost or stolen when I'm on trips.

I don't understand the meaning of all the settings, so I'll post all of them here in the hope that they'll be of use:

I'm trying H.264 settings as follows:



Reference frames

• Number: 3

B-Frames

• Number: 4
• Direct Prediction: Spatial
• Adaptive B-frames: optimal
• Weighted B-frames.

Motion estimation

• Method: Hexagon
• Range: 16
• Subpixel Method: 6
• Analysis: some

Miscellaneous

• CABAC Entropy Encoding
• Psychovisual Rate Distortion: 1.0

Video Playback Glitching

I updated to windows 10 a few months back, and ever since i have had this problem with my video playback. It is a bit hard to expain but its like its stuck repeating, it does this repeating glitch online *like youtube* and offline *like a dvd* with all different
browsers and sites. I have asked for support but because my computer is no longer under warranty I am repetitively told they cant offer me help without paying for support. Video attached shows problem.

Also probably unrelated problem i cant left click my start menu, cortana or any options on my lower bar. Nor can I slide to open the side bar anymore.

• What is the format of the videos you are trying to play?
• Does this happens with all other videos as well?

This issue might be due to outdated or corrupted graphic card drivers. Let's try the below steps and check if it helps:

Step 1: Run Video Playback Troubleshooter.

I suggest you to run the Video Playback
Troubleshooter. Follow these steps to run
Video Playback troubleshooter:

• Type troubleshooting in the search bar and select it.
• Select View all on the top left corner.
• Click Video Playback
  troubleshooter.
• Follow the on-screen instructions to run the troubleshooter.
• Check if issue persists.

Step 2: Also, I suggest you to update your graphic card drivers.

I suggest you to update graphic drivers and check if it helps. Follow the steps given below.

• 
  Press Windows key + X key and click on
  Device manager.
  
• 
  Search for Display Adapters.
  
• 
  Right-click on the graphics
  card and click on Update driver software.
