Windows 10: Video Settings Broken

I've recently noticed that all the videos which I edit on my pc come out in a shrunken down size with a bold black frame above and below the video despite clearly setting the video export settings to be 2560x1440. I've had this issue with every single video editing software I've used, so I am almost certain the issue is on the Windows side of things. Any help is appreciated! Note: I have had this issue since I got the pc I am currently using, and it is a custom built pc. Not sure if that could be a factor...

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

I'd rather just set it and forget it as the feature list of RBE suggested it was capable of doing.
