Windows 10: Videos playing low resolution/low frames

Currently having an issue with videos being previewed when i open them on my desktop. This has been happening since before the most recent windows update. 2023-09 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems KB5030219THE ISSUE: Horrible lag, frame tearing, the video is essentially a slide show when I preview itOnce a video is put into an editing program they run perfectly smooth so Im not sure what the deal is. Ive tried changing app defaults, graphic drivers and adapters are all updated and troubleshooting between monitors with still nothing fixed.I use Photos Legacy

Shooting Photos and Videos in low resolution

I have updated my Lumia 822 from windows phone 8.0 to windows phone 8.1. In camera app, there is no setting for selecting resolution of photo and videos ( only 720p & 1080p available). How can I take photos in low resolution say 3MP and how can I shoot
videos in 360p and 480p resolution???

I've been dealing with this "low resolution text". I don't know where did it come from. I tried to watch YouTube videos to make my PC get better Frames Per Second. Any help? This is how it looks like.

• Can you describe to us if the graphics issue is only exhibited when playing games?
• After contacting the support for your graphics card, can you tell us more about the troubleshooting steps that they have instructed you? This is for us to know and to avoid any duplication of efforts on your end.
