    So, this started happening to me a few days ago and I really don't know how it happened, but whenever I start YouTube videos, it sometimes takes forever for them to start loading. And that wouldn't be such a big deal if not for the fact that I feel it's been happening to my whole computer in general. Cause I tried opening videos saved to my computer and they take too long to start as well.But even worse, it takes too long for my microphone to start working as well since when I try talking to friends on Discord, it takes several minutes for them to actually start hearing me.     Yes it does, but the setting appears o.k.

    But why does it say last access 3 days ago when I've been messing with it today?

    This is the program folder. Where is the actual app to include in the permissions list?

    I have added Skype to the list and now that works, but the camera app will still not record video, and Capture will not open

    Thanks for all your help so far. I’m going to take a step back from this and start again.

    I’ve had my present machine since March 2018.
    The Windows version is 10.0.19041.488 and it’s had Bitdefender from Day 1.

    The webcam has always worked happily as a plug-and-play device without me having to download anything, and as recently as April this year it was still doing so.

    A few days ago I went to use it and discovered the problem I’ve been describing – that I can take stills but not record video. Except once! Then it failed again before I could discover what made it work.

    Therefore I am going to suggest to myself that I should try a system restore if I can find a suitable point to go back to.

    Well that's not going to work, as there are no restore points. On previous machines I've had restore points were set automatically if you made changes such as installing new software, but it appears this one is not set up that way.

    So what next? I do have a backup on a memory stick that was supplied with the machine.

    Ok,

    I suggest you doing two things:

    1. take a boot trace, to see what's happen in the post boot phase
    2. Take a trace to measure the startup time of chrome

    1. The boot trace:

    1. Open a command line as an Administrator (Run As Administrator)
    2. Type the following command in the command line Windows: cd %programfiles(x86)%\Windows Kits\10\Windows Performance Toolkit
    3. Type the following command to start recording the boot trace: wpr -start GeneralProfile -start CPU -onoffscenario Boot -onoffresultspath c:\wpr -numiterations 1 -filemode
    4. Compress the .ETL file generated under the C:\WPR path (very important)

    2. Measure the Chrome startup time:

    After the boot trace ended, process the following steps:


    • Type this command "wpr -start generalprofile -start CPU"; this will start trace recording.
    • While recording the trace, open Chrome
    • After chrome is started, type this command to stop trace recording "wpr -stop %userprofile%\desktop\MyTrace.etl". The trace file will be created on your desktop.
    • Compress the resulting file (Important)

    100% disk usage when watching 4k videos.

    I suggest you to take a trace with WPR (it's a built in tool in Windows 10). And we can see exactly what's causing your video's glitches. Here is the steps;


    • Open a command line as an Administrator;
    • Type this command "wpr -start generalprofile -start CPU -start gpu -start video"; this will start trace recording.
    • While recording the trace, try to work on your system (launch a video) for 1 or 2 minutes max.
    • Then type this command to stop trace recording "wpr -stop C:\Temp\MyTrace.etl". Make sure the folder where you record the trace exist.
    • Compress the resulting file ( VeryImportant)
    • Share it through Send Large Files - Free Secure File Transfer - TransferNow or any other file sharing platform.

    I'll analyze your trace file and give you a feedback.
