Resolution during 360 viewing

Good Day, In a nut shell, my resolution during viewing of youtube 360 videos seems limited to 480 when using Mixed Reality compliant headgear. I don't think this is a simple answer.

1) The network tests at 20Mbs at this computer and using Edge and the Microsoft 360 Viewer (outside of VR) a resolution of 2160s (4K) flows smoothly after initial buffering and fills this 25" monitor nicely. A great experience so it seems the data is arriving
quickly enough.

2) The VR hardware I have is a new DELL Inspiron, with 32GB RAM, AMD Ryzen 7 1800X @ 3.6GHz, AMD Radeon RX 580 graphics. This system is using new DELL Mixed reality headset and controllers. The Microsoft Mixed Reality PC Check utility gives it solid marks.
Seems like the hardware is set.

3) From the Microsoft Store segment for 360 Viewer the following dialog is presented which implies the VR environment should start but alas it does not. I'm not sure what the "Mixed Reality icon" is that I'm looking for. Is it the Mixed Reality Portal Icon?
If so then that too does not seem to work.

"Note: you can navigate to a website in Microsoft Edge on your desktop (not in Edge in the Cliff house), play a 360 video and click on the Mixed Reality icon. This will automatically launch Windows Mixed Reality and start playing the 360 video in your
headset as long as you have your headset plugged into your PC."

What am I missing?

Mixed Reality Windows 360 Video Playback Flashing and not Rendering

I am having issues getting Windows Mixed Reality to playback 360 degree videos from Movies and TV properly. They playback fine when not in VR but in the MR headset they are either blinking very quickly or only rendering 20% of the information (it looks
incredibly compressed and mostly black). When I first tried the headset everything worked fine. I'm not sure what has changed since then and I have tried uninstalling and reinstalling Mixed Reality multiple times.
