Virus or Malware blocking everything literally

See if the malware still blocks things. A clean install is a sure way to remove the malware which I would suggest if this doesn't work as expected.

I found a way to access cmd panel it looks like the virus just disable menus from their normal location but using shortcut keys I can open the cmd panel. Here is screenshot of panel: Dropbox - Screenshot 2018-08-10 07.21.14.png - Simplify your life
