Windows 10: Virus scan failed suddenly started on all browsers

Somewhere between Sept 30 and Oct 3, I started receiving the virus scan failed message on both google chrome and microsoft edge.It looks like file fully transfers and then is scanned.Only using microsoft defender as an active antivirus.Windows problem reporting is triggered.Steam downloads games just fine assume GOG galaxy does as well, thus it's more than likely a browser issue.Tried multiple file tyes, including files that were downloaded just fine prior to Sept 30.Some major changes that occured were multiple Security intelligence updates for microsoft defender antivirus, and update KB302

Virus scan failed

Everything I download I get the failed-virus scan failed. I have tried turning off all virus scans, doing the registry edit, restarting in safe mode, and using other internet browsers. Nothing has worked.

 

'Virus scan failed' message

Yes, I use Chrome. I've received several emails with Word doc attachments or google docs attached and I get the message "Failed - Virus scan failed"

I tried to go through the steps described by typing in regedit and going through the steps provided but that didn't solve the problem.
