Windows 10: "Virus & threat protection unauthorized changes blocked" error

When I try to open a program I get a "virus & threat protection unauthorized changes blocked" error. I tried to use "Controlled Folder Access" in "Virus & Threat Protection Settings but was not able to access it even though I'm the only user of this PC.

Unauthorized Changes Blocked

I opened a post a few weeks ago, and my questions were not answered, so I am opening a new post:

The following message briefly pops up several times, then stops for a while, then pops up again:

"Virus and threat protection

Unauthorized Changes Blocked

Controlled Folder Access Blocked C:\...

\DDV Data Collector... From Making Changes To Memory"

Someone updated my post with the following reply:

"Its a new feature in Windows 10 1709. For users who might be getting that error, here is how you remove.

Open Windows Defender Security Center

Click Virus & threat protection

Click Virus & threat protection settings

Scroll down to Controlled folder access

Toggle it off"

My questions that did not get answered:

1. Is this a "real" problem (something is trying to make unauthorized changes), or is a problem with Windows 10 ?

2. If something is trying to make unauthorized changes, why would I be told to toggle off the "controlled folder access" ?

Virus and Threat Protection

On my Windows 10 Laptop I keep getting the following message every time I do a scan with Windows Defender, "Virus and Threat Protection Unauthorized Changes Blocked. Controlled Folder Access blocked registry from making changes to the folder \Device\HarddiskVolume1."
Has anyone else had this problem and know why it is happening? Thank you.

 

Windows 10 Home - "Unauthorized changes blocked"

This answer fixed multiple "unauthorized changes to controlled folder" notifications I was getting. I hope it actually isn't still blocking things, and just not notifying.
