Windows 10: Visual Basic Command Line Compiler esta matando mi PC como lo puedo arreglar?

Visual Basic Command Line Compiler

The vbc.exe is making my cpu to 100%. Even I end task Visual Basic Command Line Compiler it start again. How to fix this?

Visual Basic Command Line Compiler Running at 83% cpu

Recently the Visual Basic Command Line Compiler is running at 83% cpu as you can see in the screenshot of task manager bellow.

If i end the task it will appear again and running at 83%, how i can solve this?

What is causing this? Is it the Windows 10?
