Windows 10: 'Visual basic Command line' task is consuming my cpu at 84%

I definitely think this is a malware, because I have done much research before even thinking of asking a question. Also checked on task schedular, there was a similar task which was scheduled every 1 min and it was def a malware too, but there wasn't a sign of this one. At first I too thought it was like a background action of visual studio or similar apps. But even after "end task" -ing it, it reappears again. it has been too frustrating, when I am a small time programmer. I for the time being has set the priority and affinity to its lowest, but it still won't work, it's still at 24 to 30%. I

Visual Basic Command Line Compiler Running at 94% cpu

Recently the Visual Basic Command Line Compiler is running at 94% cpu with the Microsoft Common Language Runtime native compiler as you can see in the screenshot of task manager bellow.

In the Details its the Tasks ngen.exe and vbc.exe

If i end the task it will appear again and running at 94%, how i can solve this?

What is causing this? Is it the Windows 10?

Recently the Visual Basic Command Line Compiler is running at 83% cpu as you can see in the screenshot of task manager bellow.

If i end the task it will appear again and running at 83%, how i can solve this?

What is causing this? Is it the Windows 10?

 

Visual Basic Command Line uses 70% of CPU

The Visual Basic Command line usage is now gone but my pc uses50-60% CPU when Idle is it normal as most of those tasks are from legit apps like Microsoft Edge, Microsoft Teams ,Google Chrome ,Omen.
