Windows 10: Visual Basic Command Line uses 70% of CPU

Visual Basic Command line uses 70% of CPU when I restart my PC I tried scanning for Viruses from PROTGENT AV and removed the viruses but the issue still persists I saw other replies where one solution was to scan for files through FRST and then download the Fixlist.txt and fix it but the fixlist.txt is now not available in that drive so I am sharing the link for the logs that FRST made. Visual Basic Command Line Compiler Running at 94% cpu

Recently the Visual Basic Command Line Compiler is running at 94% cpu with the Microsoft Common Language Runtime native compiler as you can see in the screenshot of task manager bellow.

In the Details its the Tasks ngen.exe and vbc.exe

If i end the task it will appear again and running at 94%, how i can solve this?

What is causing this? Is it the Windows 10?

Visual Basic Command Line Compiler Running at 83% cpu

Recently the Visual Basic Command Line Compiler is running at 83% cpu as you can see in the screenshot of task manager bellow.

If i end the task it will appear again and running at 83%, how i can solve this?

What is causing this? Is it the Windows 10?

i hope you guys can help me with this.

when i open my task manager it shows suddenly that CPU is used by 100% and in the same time it disappear, but there is something called *Visual Basic Command Line Compiler* is running by 47% and i wanna know whats the cause.

my fans are louder too
