Windows 10: Visual C++ update keeps failing KB2538243 - Win 11

Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package KB2538243 fails. I've tried a number of "solutions" but haven't had luck. I even reinstalled Windows repair. Anyone able to fix this issue?Thanks!

Windows update fail: KB2538243

I have a new Win10 Pro (1809) computer (x64 based processor) for 2 days now. I had my data from my old computer moved over to this one, which was also a Win10 computer but it had been upgraded form Win7. (Not sure why I'm mentioning this - but you never
know if it will be important)

I now have a Windows update that will not complete: KB2538243: Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243) - Error 0x80070643. I have done a little research, but have found little. I tried to install
it manually and it will not work. Also ran the troubleshooter and that says there is nothing wrong. What is my next step?

Almost all of my updates have and continue to fail
